Title: Add saved search alerts to customer dashboard

Requester: Product lead

Problem:

Customer success says users repeatedly filter the same dashboard view and ask whether they can receive a weekly alert when matching records change.

Current rough request:

"Can AI help us build saved search alerts? It should probably save the filters, email users every week, and show the alert status somewhere in the dashboard."

Known scope:

- Save a named dashboard filter set.
- Show saved searches in account settings.
- Draft a weekly email summary for review in the demo environment.
- Add one critical-flow browser test for creating, editing, and deleting a saved search.

Out of scope for first pass:

- Sending real customer email.
- Changing billing tiers.
- Production cron job.
- Permissions model changes.
- Alerting on private records.

Open questions:

- Which user roles can create alerts?
- Does the summary need account-owner approval?
- What is the exact empty state?
- What data fields are safe to include in an email?
